Imagine you’re walking down the street and a stranger snaps
your photo with his smartphone. He uses a facial recognition app and within
minutes, he knows your name, age, where you were born, and your Social Security
number. Think it’s a scene from the movie Minority
Report? Think again.
It’s Possible.
Researchers from Carnegie Mellon University combined three
technologies – facial recognition software, cloud computing, and social
networks – to identify people both online and offline. The team performed three
separate experiments:
Many individuals share a tremendous amount of information about
themselves online. As facial recognition software improves, it will inevitably
be easier to link this personal information to you just by taking your photo.
The Threat to Your
Privacy.
Facial recognition technology – especially as the technology
becomes more sophisticated – may be one of the gravest privacy threats of our
time. It has the potential to remove the anonymity we expect in crowds and most
public places. There are the obvious “chilling effects” it could have on
political demonstrations and speech, concerns being monitored by civil
liberties advocates like the ACLU,
EPIC, and EFF. However, this technology will also very
likely be used in greater capacity in the commercial sector to further target
consumers for advertising and discriminatory pricing purposes.
According to
an article published recently by the Los Angeles Times, several companies
have already launched, or plan to launch soon, facial recognition technology
that will be used for in-store digital displays and kiosks to make product
suggestions based on the demographics gleaned from your face. This might include your sex, your age range,
and your race or ethnicity.
However, the article fails to mention the possibility that
facial recognition software will likely be used for more than demographic
targeting. In his book Niche
Envy, Joseph Turow, a professor at the University of Pennsylvania, explains
how companies are using increasingly sophisticated market segmentation methods
to offer different prices to different people, a practice known as price
discrimination. The more detailed the profile a company can build on you, the
more accurately it can estimate how much you are willing to spend on a product.
Professor Turow focused primarily on online data collection,
but as the Carnegie Mellon study illustrates, facial recognition technology
makes it possible to connect your offline identity with your online identity
without necessarily obtaining your consent. This may allow for price
discrimination the moment you walk into a store. As facial recognition
technology advances and the number of consumers using social media continues to
increase, it’s not far-fetched to imagine a scenario where, for example, the
kiosk mentioned above identifies you based on information found online. What if
you then receive not only product recommendations, but also prices for those
products based on who it thinks you are? The possibility of such applications for
facial recognition technology are disturbing, to say the least.
What You Can Do.
We believe individuals must have control over their personal
information. This includes who has your
information, how it is kept, and what can be done with it.
Facial recognition software can enable companies
to identify and target you without your knowledge or permission. Privacy laws
in the U.S. have not kept pace with technology, and we are aware of no laws specifically
governing commercial use of facial recognition technology. This is unless, of course, a company states
in a privacy policy that it does not use this technology when in fact it does.

Coalition Letter to Protect Online Privacy

DownsizeDC.org is part of a coalition of 30 organizations expressing privacy concerns in bill H.R. 1981, the "Protecting Children From Internet Pornographers Act."
Section 4 of the bill would, for the first time, "force companies that provide Internet access to keep large volumes of records on their customers." Contrary to the title of the bill, "the records would involve all Internet users everywhere and they would be available to law enforcement for any purpose."
This is an invasion of the privacy of "hundreds of millions of Americans who have no connection to the sexual exploitation of children whatsoever."
This is why we sent a letter to House Judiciary Committee Chairman Lamar Smith and Ranking Member John Conyers opposing this provision.

generating records – what we read, where we go, who our friends are. If those records must
always be saved for future use, they become a persistent and pervasive assault on our privacy and an irresistible temptation to law enforcement. That is why best practices in privacy demand the deletion of records as soon as they are no longer necessary – exactly the opposite of the mandate of H. R. 1981.
Existing laws are wholly insufficient in protecting against access to such records. As this
Committee has recognized in previous hearings, the Electronic Communications Privacy Act
(ECPA) has not been substantially updated since 1986, while the type and detail of records have increased dramatically since that time. The data retention mandate of H.R. 1981 would
exacerbate ECPA’s problems, making records available and identifiable for even longer periods of time.
For all of these reasons, we urge the committee to withhold approval of H.R. 1981 in any
form containing section 4 or any other data retention mandate.

But first, let me tell you about the greatest opportunity we've ever had, in our lifetimes, to balance the budget and actually Downsize DC. Imagine...
It's the fourth quarter, with two minutes to go. Your favorite team has the lead, the ball, and four downs. The other team has no timeouts. You know the quarterback must "snap and kneel" a couple of times, and you win the game.
But then, the quarterback calls the count, takes the snap, turns around and heaves the ball backwards into his own end zone. The entire offense just stands there, watching as the defensive players race down to recover the ball -- and they do. They get a touchdown! You lose the game.
That scenario is absurd. Who would throw obvious victory away? The Washington Elephants would.
For decades, they've made an art out of tearing defeat from the clenched jaws of victory.
This time, the story is that the Washington Elephants, better known as the Republican members of Congress, are EAGER to...
* Continue massive deficit spending for years,
* Increase the debt ceiling by trillions, and
* Constitutionally guarantee we have a Leviathan State, forever.
And the worst part of it is, YOU might be encouraging them to throw away the game!
Right now, all "good Republicans" on Capitol Hill, and so many of our normal, organizational allies in the budget battles, have signed on to a plan called Cut, Cap, and Balance.
* Cut in Washington-speak, doesn't mean actual cuts. It means that the Democrats must agree to reduce the increases planned for their favored social programs.
* Cap, to these Republicans, means a spending limit law for future budgets. That sounds good, until you realize that in exchange for spending CAPS in the FUTURE, they'll increase the debt ceiling CAP in the PRESENT.
* Balance means an amendment to the Constitution, which permanently enshrines 18% of GDP as the size of our federal government.
Ratifying a Balanced Budget Amendment is hard. It's a diversion. And it isn't necessary. The Washington Elephants, who claim they understand their election mandate to tackle the debt problem, are throwing away the game.
All they have to do is take a knee. Quite literally, they have to "do nothing." That is, "on't Vote"... for a debt ceiling increase.
That's it!
Heck, given that they control an overwhelming majority in the House, it shouldn't even come up for a vote. And they have the numbers to stop it in the Senate with a filibuster.
Isn't that easier than a Balanced Budget Amendment? After all, capping the debt for good would mean a balanced budget.
Cap the Debt = An Instant End to Deficit Spending
Just like that, cuts would need to be made. Lots of cuts. But it's not going to happen.
Not because it shouldn't. Not because it couldn't. There's a Downsize DC consensus right now. The public is in favor of a cap.
That still leaves an exorbitant amount collected in taxes. Could we attain sufficient support for a more-Constitutional budget? I think that an organization with the right plan and the necessary resources could build that support.
Interestingly, there's only one national, activist organization left holding the line (joined by just a couple media figures). DownsizeDC.org has been sending messages for several weeks now, saying "No deal. Cap the Debt." Here are a few examples from five recent Dispatches...

Bachmann said that default is completely unnecessary and a scare tactic. She also said that any proposal that doesn't repeal Obamacare isn't serious.

WHEREAS, the Constitution Party of North Carolina believes in the rule of law and that our national and state Constitutions are the supreme laws of the land in their respective boundaries, and
WHEREAS, the Fourth Amendment to the United States Constitution reads, “The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized,” and
WHEREAS, on June 9, 2011 Wayne County Sgt. Matt Miller and Deputy Jeremey Hooker stopped Mr. Brandon Cline for speeding on US Highway 70 in Goldsboro, North Carolina, and
WHEREAS, the officers then proceeded to search Mr. Cline’s vehicle in contravention to the Fourth Amendment to the United State Constitution and alleged to have found an “illegal” substance in the vehicle, and
WHEREAS, Mr. Cline was strip-searched beside the highway as affirmed by Captain Richard Lewis of the Wayne County Sheriff Office, and
WHEREAS, Mr. Cline was neither charged with any crime nor any evidence of illegal substances collected from Mr. Cline’s vehicle, and
WHEREAS, Mr. Cline was released without charge, and
THEREFORE BE IT RESOLVED, that the Constitution Party of North Carolina urges the Wayne County Sherriff’s Department to conduct a full investigation into the matter aforementioned and take appropriate action to ensure that the civil liberties and privacy of Wayne County residents are not violated by public officials, and
THEREFORE FURTHER BE IT RESOLVED, that the Constitution Party of North Carolina urges the Wayne County Sherriff’s Department to instruct its officers more thoroughly in their constitutional authority, specifically the Fourth Amendment to the United States Constitution, so that each officer may fully understand and uphold their oath, and

Vote on Pro-gun Amendment Could Come in the House This Week
Rep. Paul Gosar (R-AZ) plans to offer an amendment this week protecting gun rights on land controlled by the U.S. Army Corps of Engineers.
Currently, guns are prohibited on Corps land, even when gun possession is otherwise allowed by state law. Rep. Gosar’s legislation would simply remove federal restrictions and allow for the law of the states (in which such land is located) to govern firearms possession.
The Gosar amendment, modeled after the Recreational Lands Self-Defense Act (H.R. 1865) introduced by pro-gun Rep. Bob Gibbs (R-OH), is similar to a 2009 law repealing the gun ban on National Park Service land. Army Corps of Engineers land was not part of that bill, something the Corps was quick to point out after that law took affect.
The Corps said, in a statement: “Public Law 111-024 does not apply to Corps projects or facilities . . . [and the Army Corps] will continue to prohibit loaded concealed weapons on Corps properties regardless of the new law and notwithstanding any contrary provisions of state law.”
The amendment will reverse the Corps’ decision and remedy the “oversight” of the lands bill.
“The Recreational Lands Self-Defense Act is a bipartisan effort that seeks to correct this oversight and restore Second Amendment rights to law-abiding citizens while they are legally camping, hunting, and fishing on the 11.7 million acres of Army Corps recreational property,” Rep. Gibbs said.
Rep. Gosar notes that “this amendment will restore continuity to federal lands and ensure that constitutional rights are consistently protected.”
Nationally, the Army Corps of Engineers controls 400 lake and river projects, 90,000 campsites and 4,000 miles of trails. A vote on the Gosar amendment could come as early as Thursday.
